About the Inquiry

On 7th September 2023 the then Cabinet Secretary for NHS Recovery, Health and Social Care announced a public inquiry to investigate the professional practice of Mr Eljamel, a consultant neurosurgeon who worked for NHS Tayside between 1995 and 2014 and the governance systems, or lack thereof, that were in place to protect patients. 

On 29th February 2024, Lord Weir was appointed as Chair to this Inquiry, and he began assembling his Inquiry team.

In October 2024, Lord Weir and his Inquiry team held two public consultation events, one in person in Dundee and one online, to gather the views of those with an interest in the work of the Inquiry on its Terms of Reference.  Written views on the Terms of Reference were received before and after these events and these were given careful consideration.  The current Cabinet Secretary for Health and Social Care was advised of these.  The Terms of Reference were fixed by him, and these were announced on 3rd April 2025 They can be found here.

The next stage of Inquiry’s process is to gather and analyse evidence.  The evidence this Inquiry will look at will take many forms including, but not limited to documents such as: policies, emails, letters, medical records, expert reports, witness statements and associated exhibits. 

Thereafter, sets of public hearings will take place where some witnesses will be called to give further oral evidence. These hearings will be broadcast to enable access for all those who have an interest in this Inquiry.  This website will also be updated regularly with transcripts and evidence relevant to the public hearings.

At the end of this process, Lord Weir will consider all the evidence and publish a report/s laying out his findings and conclusions along with any recommendations.
